Work
Package 1 (WP1) : Stakeholder Involvement
Start
date or starting event: Month 0
Objectives
and input to workpackage
- The
main objective of this workpackage is to organise a series of meetings
and workshops between the key stakeholder groups at each site so as
to identify the key issues causing concern to these groups. Once identified
and prioritised these issues will then be input as variables to the
Bn for that area. The workpackage also provides an option for the
stakeholder groups to comment on the course of Bn development. In
this way the opinions of the community at large will be instrumental
in the design of the management tool to be used for water resource
management. Input will be from partners 1,3,4,5, 7 and 8.
Methodology
/ Description of work
- As a
first step Birmingham University will conduct an internal seminar
to instruct case study participants in the principles of organising
stakeholder meetings. Each partner will then identify the public,
private and voluntary sector stakeholders for their particular site.
A skilled facilitator will be contracted to chair each of the meetings,
since without this control meetings can quickly degenerate into intractable
conflict or meaningless debate.
- The
meetings will be organised according to local conditions. For instance,
it may be better to have separate meetings between like-minded organisations
before bringing all parties together. However, excessive conflict
is not anticipated, since the object of the exercise is simply to
identify the key issues of concern in the area. Once the issues have
been identified these will then be included as variables into the
Bns (WP2). The final prioritised list of key issues is planned for
completion by month 6, although consultation with stakeholders at
this stage will continue until month 9.
- Further
stakeholder meetings will take place after approximately 12 and 24
months to provide an opportunity for comment or criticism of the developing
network. Once the management tool is complete the stakeholders will
also be given the chance to comment on the results of the evaluation
process in which the impacts of a range of management scenarios will
be demonstrated.
